WE NEED A MAJOR SHOWING OF SUPPORT FROM THE OFFROAD COMMUNITY. Every rider, every member, every person in support of OHV Friendly Legislation must be present at the San Bernardino County Board of Supervisor's Meeting on July 24, 2007 to show support for the revision of Ordinance 3973. A great deal of effort has gone into the revision of this ordinance. Remember, San Bernardino County is the largest county in the country. Many popular OHV areas, such as Johnson Valley, Sunfair Dry Lakebed, Landers, Havasu Lake, Needles, Wonder Valley are all located in San Bernardino County. We ALL must protect these areas.

The Anti-Access groups intend to make a large showing at this Board meeting in opposition to the changes and to advocate against the OHV supporters.

As many of you already know, the offroad communities are in a serious fight to protect our property rights, as well as our rights to offroad. Without your support, we may not succeed.

A MAJOR PROBLEM WITH ANTI-OHV LEGISLATION IS THAT IT IS PASSED BECAUSE OHV SUPPORTERS ARE NOT PRESENT TO VOICE AN OPPOSITION. MANY OHV SUPPORTERS ARE UNAWARE OF WHEN/WHERE TO BE PRESENT. PLEASE PASS THIS ALONG TO ALL YOUR MEMBERS & SUPPORTERS!

I recieved some more information on this from the OHV Legal Defense Fund.

Here's the quick version of what has transpired....

SB County passed ordinance 3973 which is limits OHV riding in SB County. I've attached a copy of the ordinance for your review. This ordinance was a "compromise" between the Anti-Access groups and the 3-4 OHV supporters that showed up... basically, the Board of Supervisors had no choice but to pass this ordinance because there was very little opposition to it. The implementation of it is where we have our main problem. It has not been enforced consistently. There has been no training for enforcement officers, etc. The main issue we are advocating to overturn is the staging permit. If you have 10 or more persons on your PRIVATE property and an off-road vehicle, you must have a staging permit. This is obviously ridiculous and it's this portion of the ordinance that is being used to harass OHV supporters.

In California, we already had existing laws to address noise, dust, speed, etc. The Anti-Access groups are just trying to shut down all OHV activity. We have launched a major campaign to fight back. Your support is appreciated.

I was at the Board of Supervisors Meeting today. There wasn't an official agenda item for 3973 and a very small turnout. It was probably continued to 8-21 but I am not sure. There were a handful of property owners there who spoke at the end. One of the property owners told the Board his dealings with the ordinance. He has a large entended family and 2 to 3 times per year they gather at his home in the Yucca Valley area. The kids and the grandkids ride their ATVs. For these family gatherings, on his own property, he must obtain a permit at $155 per event. If that isn't bad enough, the County (according to the property owner)only allows 6 permits per year for the entire county.:shaking:

If the matter was continued to 8-21 and you want to speak to the Board, there are some things you should be aware of. Arrive early and review the agenda items (or check them online:http://www.co.san-bernardino.ca.us/bos/). If there are specific items you want the Board and the County agency to discuss on the record, you fill out a request and hand it to the adminisrative staff. The Chairman will call you by name to speak at the lectern. There is a time limit (not sure how long) but there are lights on the lectern to let you know if your time is expired. After everyone from the public has spoken (on ALL of the agenda items), the Board will call each item again and have a representative from the County agency speak. The Board then votes on the matter.

Another way to have your voice heard is to contact your District Supervisor.

I was at Means this past weekend. I'm sure the locals at Johnson Valley appreciated the jerkoffs that were shooting the fireworks off at 3:30 this morning. I'm not talking about little fireworks, these were some boomers.

Complete lack of respect for those that were camped on the lake bed, and the locals that live in the area.
