That's BS!!! I would double check that. We were told the comment period MUST be a MINIMUM of 45 days. And you could argue in writing to extend it.

According to the Route Designation Guidebook, Public Comment periods are suggessted to be from 30-60 days. You can ask for an extension. It can't hurt.

It is not really inconsistent.

30 days is a minimum for EA
45 days is a minimum for EIS
depending on the overall complexity, an EIS can be stretched to 60 days.

Consider, the "official" release and time clock does not start until Jul 20.

Eldorado released it a week early.....

So due to the "compexity" of our DEIS, can/should we request and extension to 60 days? And if so, is there a specific way we should go about it?

BTW John, your knowledge and level of involvement in RDP astounds me. I totally appreciate the amount of effort (BST) you have put into this.

I (and others) have already asked for it to be extended. Jasons responce is that they are coming up to the court order deadline of Dec 31 and do not want to cosider extending the comment period.

John, can you maybe clarify some of the murky waters here.

we have 45 days for the writen comment period to the DEIS, which will end on Sept 4, comments go to the forest supervisor

then they issue a record of decision? that must be published in the newspaper of record. (Mountain Democrat for ENF)

do we then have 45 days to appeal the record of decision to the Regional Forester?

That is a link to a presentation I assembled for NEPA.

After the Draft EIS is complete (Sept 4), the comments will be analyzed and a Final EIS will be submitted for comment.

After the Final, the Record of Decision will be signed and an appeals process will start.

Without going back to the court ruling to confirm, I am ASSUMING the FS is trying to have the Final EIS ready by Dec 31.

By policy, the FS will publish notice in the newspaper of record along with the Federal Register at each step (DEIS, EIS, and Record of Decision). They are required to publish only in the Federal Register.

Generally, public comment (and appeal times) for an EIS are 45 days.

Has anyone thought to swing by any of the 4x4 shops/stores in their areas? I'm betting they'll place them up to be seen. After all, this hurts them. Less wheeling spots, less desire for some to build and that means less parts sold. If I can get my stupid printer to work, I'd be willing to hit a couple spots. We should make a list of places then sign up for who will go where so we don't have 13 people going to the same spot.

Lets say I can distribute 50-100 at each meeting, I'll be at 4, Placerville, Folsom, Jackson and Pleasant Hill. Then those that have not had time or resources to print and distribute, will have enough to hand out to their clubs.

Hitting all the 4x4 shops, ATV and motorcycle shops is important as has been stated here. If that is too many, I'll take whatever you give me.

I printed 200 of these, two sided at kinkos today, 50 of them allready went to some clamper buddies that had NO IDEA this was going on, I plan to be printing more by the end of the weekend. GET THE WORD OUT!!

Well I printed out 40 flyers and did a full tilt passout on Slick rock trail this weekend. Talked with alot of people and came back with no flyers left:D

People were gathering around me at the stair step to hear what I had to say, I Shoook alot of hands and was told thanks for doing what I was doing.
I pointed alot of people to this site for more info so I hope it gets more people involved.
