According to the West Linn Police Department, the Lake Oswego officer was conducting a routine traffic stop at the South Lake Shopping Center at 12:16 p.m.

Most likely West Linn is investigating it for Lake Oswego. Typically if one department screws up another looks into it. West Linn is the next town over....well Portland on the other side, but West Linn makes more sense.
