New Jersey, USA - The AMA has announced that New Jersey has introduced a Bill that would go beyond the current Department of Environmental Protection's current general ban on motorized recreation, and would also prohibit any motorized special events - such as enduros - in state parks and forests.

The Munoz Bill A2238 Prohibits use of all-terrain vehicles, dirt bikes, off-road motorcycles, and other similar off-road vehicles in State parks and forests.

Not satisfied with Department of Environmental Protection (DEP) regulation that prohibits the operation of off-highway motorcycles and all-terrain vehicles in state parks and forests, Assembly member Eric Munoz (R - Summit) proposes to ban them as a matter of law. In May, Munoz introduced Assembly Bill 2238 which not only reiterates the general ban on motorized recreation but would also prohibit the DEP from permitting any motorized "special events" in state parks and forests.


Although DEP will not say much officially, department officials have been reviewing and may amend the existing policy on motorized vehicle use. This action could lead to increased access for motorized recreation on certain state owned lands. But, any decision made by the agency to allow motorized recreation on state lands would be voided by the enactment of AB 2238.


Now the same anti-access campaign that prompted the Munoz bill is being employed to bias Governor McGreevey against off-highway motorcycle and all-terrain vehicle enthusiasts. Clearly, anti-access special interest groups plan to scuttle any opportunity for public motorized recreation in New Jersey.


The AMA stated it is imperative that New Jersey's elected officials hear from the motorized community. Write your Assembly member and Governor McGreevey now. Tell them how important motorized recreation is to you and your family and that you oppose AB 2238.

FYI, I wrote to Eric Munoz via email, and this is the response:

Dear Mr. Rygiel,
Thank you very much for contacting me to express your concerns about Assembly Bill 2238 which I have introduced for consideration in the General Assembly.

As you know, A-2238 prohibits the use of all-terrain vehicles, dirt bikes, off-road motorcycles, and other similar off-road vehicles in State parks and forests. You raised many valid points and I appreciated hearing from you on this important matter. I am in the process of taking a second look at this legislation and am sure that your comments will be of great assistance to me.

Even if you're not from NJ, this would rule out your recreation within state lands, ie the Pine Barrens. We need to let him know we're here - as responsible off roaders with families who enjoy this sport.
