I just received a new spare front axle & CV and after cleaning it I noticed it has some movement where the inner axle attaches to the "star" inside the CV joint. Is this normal?

not really, there shouldn't be much movement. only the slight slack between the UJ balls and the cage, literally just a few thou.

although my balls have NO slack when i've got them in a cage! :flipoff2:

That's sick. Truly sick. I personally use barbed wire not a cage.

I've found that there is nothing 'normal' when it comes to fit and finish of any Rover part. I betcha' you've got a little spline slop...Is the axle/CV new or "refurb"?

I find that my balls can get sloppy...Especially when I'm trying to stuff my shaft in the star. Just don't crank the your bell around too far when you do get your shaft in. You could pop one of your balls out of it's cage...And let me tell ya', after all the embarrassment, it's a bitch getting your balls back in your cage. Of course with trial and error you'll gain experience, and you'll learn to live with sloppy balls and a loose shaft.

Thanks for the help, I think. I don't know if I am confused or just a little excited.
