Tried what you said and I have power to all of the metal on the light. I ran a test light from the neg bat term and when I touched any of the metal housing it lit the light up. This is just one light the other side works well. I think I will pull the entire fixture and wire it up with new wire, there might be a crack somewhere under the protective conduit. Otherwise I am at a lose. Thanks.

Run a GROUND wire to the metal housing on the light, not a test light, it's still feeding voltage thru the housing hunting a ground.
This is a test to see if it is a ground problem, if this works then clean the base first, if this does not fix it, I have actually ran a ground wire from the metal inside the lights, where the bulb housing attachs thru the hole in the stud, into the fender, to a ground, rather than buy a new turn signal
