NATURAL RESOURCE SPECIALIST 1 (Off-Highway Vehicle (OHV) Specialist)

GENERAL INFORMATION
* There are two permanent, full-time positions with the Oregon Department of Forestry. One is located in Forest Grove and the other is located in Tillamook.
* This recruitment will be used to establish a list of qualified candidates for the current vacancies and may be used to fill additional vacancies as they occur.

TO QUALIFY
Your PD100 application form will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, your application must clearly show that you have:

* A Bachelor's degree in Recreation and Park Management or related natural resource field such as Forestry, Forest Engineering, Wildlife Management, Biology, Botany and Plant Pathology. If you are within 3 months of graduation, you will be considered to have met the minimum qualifications;

OR

* Three years of experience managing and maintaining trail systems (emphasis on OHV trails), implementing recreation management plans or trail management plans, or coordinating recreation-related public involvement and volunteer projects;

AND

* A valid driver's license with an acceptable driving record. You must submit a copy of your driving record dated within the last six months. Be sure to request a "court print" of your driving record from the Oregon Department of Motor Vehicles. It takes a few days to obtain so order early. Outside Oregon, a minimum three year history is required. Failure to submit this and other required documentation will result in the rejection of your application.


NOTE: Preference will be given to applicants with experience safely driving motorcycles, quads and four-wheel drive vehicles.

DUTIES AND RESPONSIBILITIES
The Off-Highway Vehicle Specialist performs duties related to motorized off-highway vehicle (OHV) uses and activities within the Forest Grove and Tillamook districts. These positions complete trail management activities; coordinate volunteers to accomplish projects; coordinate with internal staff and external groups to integrate issues and incorporate into trail management; and administer OHV events. Duties include:

OHV Trail Management
* Provide input and assistance during the planning and development of OHV Trail Management Plans and OHV facilities.
* Complete OHV trail system inventories and trail condition assessments. Prepare reports. Work with geographic information system staff to update trail layer information.
* Develop maintenance and upgrade design plans for OHV trails.
* Coordinate OHV trail maintenance and upgrade work through the use of volunteers, South Fork crews and district road crews. Maintain accurate records.
* Implement the closure and rehabilitation of damaged areas and unauthorized trails.
* Review project plans with interested user groups and internal staff.
* Assist with the development of project plans and contract documents for new trail development.
* Assist with the development of grant applications.
* Assist with the administration of trail maintenance and development service contracts.
* Monitor OHV trail signs, install and replace signs, maintain sign inventory.
* Complete field reviews of planned timber sales to help assess timber sale and road impacts to OHV trails.
* Assist with the administration of OHV trail-related timber sale project work.

Volunteer Coordination
* Promote OHV volunteer programs and project opportunities. Administer OHV trail adoptions.
* Recruit volunteers by contacting and meeting with interested user groups, clubs or individuals.
* Plan, organize and administer volunteer work parties. Track and record accomplishments and details of project.

OHV Event Administration
* Review OHV event applications for completeness, conduct reviews of proposed event routes, provide trail and resource recommendations for event route adjustments, facilitate review of event applications and proposed event routes by appropriate district staff, write event permit requirements, complete the event permit documentation, and review event permit and route requirements with the event sponsor.
* Conduct day-of-event administration to ensure permit compliance, monitor event activity, document impacts resulting from event activity, and evaluate the event with the sponsor.
* Work with event applicants to track and coordinate volunteer maintenance requirements.
* Assist with planning, scheduling and conducting the annual OHV Event Application Workshop.

Public Contact, Information and Education
* Meet with individuals and user groups to inform and educate them about responsible OHV use, Tillamook State Forest OHV trail management objectives, and active and planned OHV projects.
* Initiate informational field contact with users by patrolling high OHV use areas.
* Attend and participate in public meetings.
* Provide orientation and training to other staff involved in OHV user public contact.
* Communicate and coordinate with law enforcement personnel.
* Facilitate and assist response to accidents needing emergency services.

The Department's highest priority work is responding to forest fire emergencies. Therefore, these positions may be utilized during those emergencies to provide assistance in a variety of ways. This assistance may be in direct support of the emergency effort in the field, providing back-up support for another position that is being used in direct aid to the emergency, or performing any other essential function in any area within the agency.

WORKING CONDITIONS
These positions involve fieldwork, often alone, occasionally in steep or difficult terrain, and in all types of weather conditions. Requires driving on narrow, steep forest roads, riding on OHV trails using motorcycles and quads. Involves regular evening work in the summer months and regular work assignments on weekends. May involve long hours on special project assignments. Boots and assigned uniforms are required.

1. These positions will be involved in the management of an extensive Off-Highway Vehicle (OHV) Trail system open to motorcycle, quad, and four-wheel drive trail use. Describe your training and experience assessing trail conditions, determining trail maintenance and improvement needs, developing trail maintenance and improvement project plans for OHV trails, maintaining OHV trails, locating and designing new OHV trails, preparing trail project contracts, and administering trail project contracts.
Include: a) the number and type of trail projects you have worked on, b) level of coordination with user groups and resource specialists, c) resources used to accomplish the work, and d) your level of responsibility.

2. Describe your training and experience with volunteer programs and working with volunteers and OHV recreation user groups. Include: a) how you involved recreation user groups to achieve trail management objectives, b) type and scope of volunteer projects you have facilitated, c) your level of responsibility organizing and facilitating volunteer project work.

3. Describe your knowledge, experience and skill level with each type of OHV (motorcycle, quad and four-wheel drive) that demonstrates your ability to safely utilize one or all of them on forest trails and that demonstrates your ability to assess their maintenance needs.

If only a small number of applications are received, the test may not be
graded and every applicant that meets the minimum qualifications will receive
a Qualified (QLF) score.
