Does it have to be a newer t-case for the application, i was told it had to be?

Your 84 would have a 21 spline transfercase, the 99 needs a 23 spline transfercase.

It;ll probabally be cheaper to find a 4wd tranny than to find a 4wd output shaft and swap it in. 99 will be a little more expensive, but I've gotten my last 3 AW4's for $100-$200 a piece

You can either get a 4wd tranny or if the splines are long enough, the shaft could be cut down and swap the input on the t-case.

The rear tailhousing is totally different on the trans. Nowhere to mount a transfer case.

Also you're fucked for space in the '84 engine bay if you're trying to squeeze a 4.0 in there...that motor wasn't available until '87 and the earlier ones were designed to fit a 2.8L V6. Good luck with that.

you have to change the trans case and output shaft to make it work,. go find a 4x4 AW4, it will be much easier
