Seems like the hring confines are fairly narrow and it doesn't really tell you what the position entails.

If you click on the link and select the duties tab it will give full details. This is the line that caught my eye:
As the NEPA Compliance Program Lead, the incumbent provides technical direction for the RIFO (and CDD, in the case of an EIS).

After posting this I thought that I should go ahead and apply. I fit the requirements, so I went through the process only to be told at the end that it was an interdepartmental posting. I called the contact person to complain because it was supposed to be open to all federal employees. She told me that the bid was cancelled due to lack of interest, and assured me that it would be re-posted within the next couple weeks under a new job title.

I will be looking for the new bid, and I will post it if I find it. I don't really want the job, but it would be nice for once to have the "unbiased opinion" to be our opinion.
