Well the way I understand it the ATF can come in and audit your records pretty much whenever they want. Look what they've done to Reds Trading post. Hell a local shop took them to court over the ATF demanding 4473's, but eventually lost their appeal. The ATF will lie, manufacture evidence, and obfuscate until the cows come home. They do it with impunity.
