Allows the Factory TJ Fuel Pump to be installed in to a Fuel Cell without welding or cutting on the ring. Simply use the inner split ring as a template to cut a hole in the fuel cell and drill the mounting holes. Then mount the inner ring inside the fuel cell and sandwich the fuel pump between the fuel cell and outer ring.
