I am planning on fabbing a rear bumper out of box tubing for my F250. Can someone give me some advice on the best weld to use on the brackets to the bumper? I have the welding experience, but wanted to get some input before I build it. Thanks.

Mig will be your best bet for that type of job, if thats what you are asking?
Simple, clean, strong.
If all you have is ARC thats fine to of course

What I was asking was what kind of weld joint should I do? A basic tee joint? Or maybe splice it into the bumper?

It is hard to say without seeing the design and knowing what you intend to use the bumper for. If it is simply mean to protect the vehicle in a low energy impact a T joint should be fine. If you are planning to add recovery points or push something with it you may need to add some bracing to stiffen it or spread the load. Be sure to grind back your edges for good penetration.

As far as the splicing; do you mean to cut through the bumper and weld the bracket to both the front and rear of the bumper? That would be a good idea if there is a lot of thinkness difference between the two.
