Ok so you can't have a rifle barrel under 16 inches.... but you can have a 10/22 charger with a 12 inch barrel.... so with all the customization, what is stopping someone from buying a "charger" switching the stock to "rifle" keeping the 12 inch barrel

Isn't that basically the same thing you can do to the 1911's that make them shoulderable??

or is there a law that says if you can put it up to your shoulder it has to be a 16 inch barrel unless you grease uncle sams palm

Pretty much, yeah. With the 1911 kits, the ones I have seen come with a longer replacement barrel. I do believe the Luger and Hi Power pistols with the wooden stock are legal though. I am not sure if they were grandfathered in or what.

edit: This is why they are legal:
SECTION III: Weapons Removed From The NFA As Collector's Items And Classified As Curios Or Relics Under The GCA (http://www.atf.gov/firearms/curios/sec3.htm)

10 years and $250,000 is the main obstacle. The reciever is registered as a pistol...you have to go through the same hoops to get it as a regular pistol...you can't add a stock or forward grip unless you go through the atf.
