Yup,
you need to look for a 1939 Cj1. They have them factory front and rear.

yeah, they exist. there are probably quite a few applications where the pin isn't dead center. i don't think they are called eccentric however. eccentricity would imply that the pin didn't point to the center of the circle formed by the spring radius.

I believe full size broncos have offset center pins on the leaf springs. Some guys flip them either way to extend their wheelbase or shorten their wheelbase.
