They are spot welded on . Clean up the surface so you are able to see the raised spots where they have been welded. Take a 4.5" grinder and take you time and grind the spots until you are able to separate the 2 pieces. Don't be to aggressive with the grinder as metal on the zuk is thin. Also don't pry on the metal to separate them. You should be able to do it in about 20 min a flare and that is taking your time. :)

I just drilled straight through the spot welds and body, but I have a TIG and would rather spend my time welding in little patch pieces than grinding tediously or trying to drill carefully.

The hot ticket to remove these is a spot weld removal tool http://www.setools.com/swc.shtml

It has a spring loaded center punch with a hole saw around it. It cuts through the fender flare material and pops once it's through. Drill through all of them and all you have left is a bunch of nice neat little circles that are easy to sand flat with a flapper wheel.

you can also put a screw on bit stop on your drill bit and achieve the same thing.

These suggestions assume that you are leaving the fender flairs off and want a guardless stock opening. If you plan on puting different flairs on, just drillem through and don't worry about it because it will be covered by the new flairs. If you plan on opening up the wheel wells, then just use a sawsall and cut them to the shape and size you want, finish it off with a grinder. (sawsall goes through Samurai sheetmetal like a hot knife through butter)
