Do you know if it ever had more than 1 speed? I'd assume so. One way to check, if not too much of a pain, is to disconnect the feed wires nearest the wiper motor. If it has say 3 wires, it's probably a two speed. Figure out which is ground & feed pos battery power into the other two wires (one at a time) if it operates at 2 different speeds then, you know it's not the motor. If the design uses resistors, however, it's possible that it will only have one positive feed line & the various speed options comes from different amounts of resistance upstream of your wiper motor.
When I re-wired my pig, I used a toggle switch & fuse & just hooked it up to the high speed. All or nothin.

Its the motor. Controls all the intermitencey (sp) and speeds. I found that out the hard way after replacing the so called wiper speed/intermitency control box. That was $80 from the dealer and a non return item...
BTw make sure you ground the wiper motor housing or it will overheat.

Just as an aside, you can get both items at Napa. Echlin box, but same manufacturer (Cherry) as OEM.
