Quick vapor barrier question

I have a standard prefab metal building with a simple mono slab with outer continuous footer. The foundation plan calls for a 6mil vapor barrier prior to placing the concrete. I am getting ready to put the vapor barrier and rebar down this afternoon and was wondering if the vapor barrier has to extend down into the footer and cover the whole footer area-or does it typically just have to cover the interior pad section?

I.E.-does the footer need to have a vapor barrier?
