I don't know what is "best", but I have the Bank's Git Kit and am happy with it. Be sure to replace the downpipe and consider some of the other exhaust improvements if you add a chip. If not, your egt's may get too high and toast your turbo.

I have been doing alot of research on chips for the PSD I have a 95 F250 PSD, I found the best chip with the truest HP gains to be the BD power chip, all these other companies that state 80-100hp thats all BS when dyno-ed they all come out to 3-5 hp within each other. For a non superduty PSD 40 - 50 hp is the most from just a chip. Banks is a rip off you can get there gains of there power pack for 1,000-1,200 bucks why pay $3000 that 's crazy. The only thing stoping the earlier PSD from getting more Hp gains are the injectors if you swap them out you will see alot more gains. Badass check out BD power they got killer shit.
