I was *pissed* when I wrote that letter (that comes across, don't it! :p )... we'd just been asked by Eldorado National Forest to comment on their application for MORE dollars after they used more than a million dollars to inventory routes for Travel Management, and then didn't include all the inventoried routes in the DEIS.
Argh, it STILL twists my shorts -- the Forest spent wads of our OHMVR dollars on a pretty good inventory, and then didn't use a bunch of it for the DEIS, and THEN applied for new dollars with almost 2/3rds of the funds dedicated to Law Enforcement! They wanted to set us up for failure and then have us pay for it out of Green Sticker bucks, too! :mad3:
I stand by my comment: ENF's 2007/2008 grant application does not reflect the true intent of the Green Sticker OHV Grant process, which should be creating/maintaining/protecting Green Sticker routes. I remain a strong proponent of law enforcement, but the ENF Travel Management DEIS and resulting FEIS/ROD are badly flawed, and I'm against using OHV funding to enforce a plan that wrongly reduces OHV access... the Forest needs to be accountable for their flawed planning.

Randii, something to consider in the OHMVR Grant funding is the history of the OHMVR COMMISSION and the Eldorado NF. The now departed members of the Commission wouldn't let the Eldorado have any funding for trails and facilities but were more than happy with funding LE and Resoration grants. This happened for a couple of years and so the Eldorado figured "why bother to put in the time and effort just to be shut out by the Commission?

I'm fully aware of the problems we faced with the Commission exerting undue influence on the grants process, but I told ENF in person, in meetings, and in letters that I would stand up and weigh in against their grant funding if they didn't deliver a decent DEIS/FEIS/ROD... and I followed through. This is basic cause/effect training -- I told them what the consequence was and I delivered on it. The Forest Supervisor will never learn accountability unless we can establish a clear linkage between cause and effect.
I have a huge appreciation for the District Rangers and their on-the-ground staff that work so well with us... but the Supervisor's office and Regional office staff -- there is much to improve there.
I intend to continue to work to improve relationships, but I'll be damned if they think this makes me a 'yes' man, happy to get the scraps from their table. If that gets me a 'bad reputation' then so be it -- I'll be the guy that keeps telling them the truth, even when they don't want to hear it. That truth, with respect to Route Designation, is that Eldorado's districts did a fine job creating a pretty darn good inventory, and then the Inter-Disciplinary Team through much of that good work away, despite feedback from trail users that stretched from NOI through DEIS and to FEIS/ROD, and even continued into appeal. It ain't over, and there is still strong opportunity for the Forest Supervisor and his office staff to learn about cause/effect and accountability.
