Hey,
Does anyone have any idea as to why my Holley 4 barrel is sticking? It feels like there is something bound up when you try and hit the throttle by hand. It just started yesterday and I cannot for the life of me figure out what is causing it. I thought it was the cable binding but it isn't. As soon as I hit the pedal it winds right up and I have to shut the truck down. Almost feels like there is a burr on one of the shafts for the throttle plates but I know that isn't it as it just started.

Sorry bro, but thats like asking " what is this rash" and not giving pics. There are a bunch of things that will hang it up, external and internal. Unhook the throttle cable and and give the throttle a twist. if it doesn't stick, then its the cable

It's also possible one or more of the throttle plates screws is loose
or missing. that will cause the blade to shift in throttle body base
plate and cause a bind. Have you inspected carb thoroughly?
and X2 on pics, I have taken pics, and seen something I had
looked past out of familiarity.

That is why in the original question I stated it is not the cable. I can google a pic and it is going to show the same thing, nothing is visibly out of place.

If your throttle is sticking, and your positive its NOT the cable, pull the carb off immediately and check to make sure that the screws holding the throttle blades did not come loose or fell out. If a screw came loose, just loosen both, adjust the plate to where it will open and close without bind, and retighten screws. If you lost a screw, good luck with that. Its anybodies guess which cylinder it ended up in.
And if nothing is wrong with the throttle blades, check the rest of the linkage, primary side, secondary side, until you figure it out.

does it stick on the bench or only when bolted to the intake?
are the throttle plates hitting the intake somewhere?
did it work great then start sticking or not work as soon as installed?
