First ,obviously fix the column ,then readjust the bell crank from the frame to the trans .Put the trans in park then the column in park ,with the adjusting bolt loose ,giggle it around to make sure it's not binding , then cinch it down. That is it for adjusting .

You can install a newer column if you can't fix yours, with the hi-beam and cruise and wipers ,it's easier to replace a whole column from the boneyard, then to fix it anyway. It takes me several hours @ shop rate ,plus special tools to fix an average tilt column ,so it can be expensive.

Also ,fix your parking brake ,the parts are a dime a dozen and not hard to install/fix .A little TECH :use a 1/2 closed end wrench around the cable anchor (the little reverse fingers that snap the cable into a bracket),slide the wrench down the cable and use it ,by pushing the fingers in ,at the same time with the wrench, you may have to twist the wrench while pushing the cable sheath out of the bracket ,but the sheath will pop out .

i have had a few trucks that have worn the pivot pin and hole in shifter arm out.
