On December 1, 2008, CA4WDC, represented by Don Spuhler, John Stewart, and Don Klusman, attended a meeting of the ‘ad hoc’ California OHV leadership group. The central meeting theme was “Who we are and What do we want to be?”

The group agreed it was important to continue to work together in support of motorized recreation in the state and developed a formal name and mission statement.

The group, California Motorized Recreation Council (CAMRC), has the following mission statement:
The California Motorized Recreation Council is a coalition of organizations who work in cooperation on legislative, land management, safety, environmental and education issues to promote and protect responsible and sustainable off highway motorized vehicle recreation (OHMVR) throughout the state.

Part of the group discussion involved CLORV (California League of Off Road Voters) and its fit into the needs of the sponsoring organizations. The importance of Lobby Day affirmed and a tentative date of April 28, 2009 was set with April 21 as a backup date.

Daphne Greene and Phil Jenkins from the Off Highway Motor Vehicle Division presented an preview of the OHMVR Division Draft Strategic Plan. This plan is available on the OHMVR website ( http://ohv.parks.ca.gov ).

The plan is important as it is required by the California Department of Finance as a guide for funding and managing the OHMVR Program. The plan is open for public review and comment. This is the fundamental document that OHMVR Division will be citing when they submit budget requests to the State Assembly and Senate.

On December 2, the OHMVR Commission meeting was held in Sacramento. The OHMVR Division Draft Strategic Plan was formally presented to the Commission.

Two workshops, one north and one south, are being arranged in late January and early February time frame for public review and comment of the draft strategic plan. The final plan will be presented to the OHMVR Commission for review and approval before forwarding to the California Resources Agency and the Governor’s Office. The final plan is expected to be submitted to the State Legislature in June 2009.

The next OHMVR Commission is tentative for no later than March 2009. The Commission expressed a desire to meet at least four times in the coming year with maybe an additional meeting if time permits.

The next OHMVR Commission meeting is set for Mar 13-14, 2009.

Location is pending state budget issues.

The OHMVR web site contains the tentative schedule for commission meetings and will be updated as state law requires. That means official time and location of the meeting will be posted at least 10 days before the meeting.

However, budget issues could cancel a meeting at the last minute.

FYI, there is an order issued by the governor that says state offices will be closed 2 days per month. The OHMVR Division will be closed on the 1st and 3rd Fridays.

This could very well be the best news we get all year, I just can't understand however why we can't just make what we have work, as opposed to forming new org's all the time. Also personal opinion Division funding comes from a trust fund not the general fund, some org needs to grow a spine and retainer an attorney to get the point across. Also SB 742 calls for four Commission meetings a year, same go's for that no more accuses, Division has no problem figuring out how to have meetings when they want to...TJ:shaking:

TJ, would you pay for an attorney to argue against a PROPOSED budget?

That's like asking me if I would pay for an attorney to fight for gun rights, the answer is no that's why I supported the NRA when I was in that fight, point is if we form another Org it needs to be more like the NRA in my opinion...TJ:shaking:
