Make sure it has power and the ground is good. Being that it's 17 years old the switch may have gone away or the brushes in the motor may be wore out. Try turning on the wipers and tap the wiper motor with a small hammer. When all else fails, get a repair manual.

i have a '93 and the same thing happened after it was stolen and a replacement column was put it. The column looked pretty dirty, perhaps from sitting in some yard for a while, or simply, its age. The wiper motor stopped, worked intermittently, and the windshield washer motor just died. The wipers would stop half way or not at all.

I replaced the original windshield motor without first checking to see if it was still good. Chances were that it was still good because it previously worked. I added an extra switch to make the washer work, and pretty much half-assed it just to make it work. Recently, however, I figured out the problem. Trying the following would have saved me money. Here is what you do:

First, check to see whether the motor is not burned out. If it still works, then power is still not getting to it somehow. I destroyed a good motor and had to buy a Kragen replacement. I could've checked first. D'oh!

Second, pull out the wiper/turn signal switch from the column. Check to see whether the contacts have corrosion or dust and debris. It is kind of tedious but clean up the contact points carefully with a piece of very fine sand paper. After I did this, the wipers worked and did not stop half way in the cycle. To make sure I did not have the elements (water, humidity) corrode the switch again, I made a cover from a piece of bicycle tubing.

Unfortunately, the column switch still did not allow the windshield washer motor to come on. Years went by until I recently did a simple fix. That is the third step.

Hence, three, clean up the contact points on the wire connectors that go from your steering column to the wiper motor and the windshield washer motor, as found under the dash. After I did it, the whole shebang worked perfectly. I did not need the jury rigged switch any longer for the windshield washer, nor did I have to buy a new switch, which was expensive. Neither did I need to replace or dabble with the wiper motor.

These steps cover more than what you seem to be having problems with, but you will make sure all your contact points and plugs are in working order. Being in the open and exposed to the elements, these parts can become dirty and corroded.

I have a TJ this happened to, turns out that the cowel drain was plugged w/ mud so everytime it raine my wiper motor got covered in water, when I took the motor out there were literally holes rusted completely through the body of it. It was really simple to remove, like 6 screws and the cowl between the hood and windsheild came off, not positive but yjs are probably similar
