Ok, so I bought a new beater for $600. It's a 1991 Canadian C2500 7200GVWR, 305 TBI, 700R4. After driving for 100 miles I found the 3-4 clutch dripping off the dipstick and I had 2 forward gears and 3 neutrals. It turns out the person who had replaced the transmission prior to me buying it (a GM reman at that) had put the TV cable in the cruise hole on the bracket instead of the TV hole. Anyway, to my surprise the P.O. gave me a transmission to put in it at no cost. I did that and got it in there and all, but it shifts hard.

Now I know I have the TV cable a little tight still (I've driven it about 2 blocks), but I need to know roughly the shift points for a warmed up transmission. The guy is probably feeding me that same line everyone gets (only 20,000 miles and all the go fast parts ), but I'd like to know what those of you with built 700R4's are seeing for shift points. I don't mind it shifting harder than stock because at least that means I have the TV cable set on the conservative/safe side, but shifting out of 1st at 25mph and 2nd at 40 mph is a bit much to handle.

Yup, sounds like you have the TV cable too tight. 1/16" adjustments make big differences. Just adjust the TV to be tight at WOT and you will be ok. If the shift points are still a bit high, you can get a governor spring and weight kit from Superior and spend a day fine tuning the shift points.
