I have a 1989 cherokee 4x4 w/4.0 auto. straight up on the temp gauge is 210 degrees, this is where it runs unless I'm pulling somthing. then it goes up to 215- 220 . is this normal?

It sounds normal but not optimal.

Do you have the tow package or was it even available back then?

If you don't have it but it was available back then you can probably swap in an electric fan and wire it to the OE relay location with the computer for trigger in the PDC and use the existing harness with relative ease.

(My PDC has a punch out for an electric fan but it isn't wired on the backside. TJs and XJs share alot of stuff.)

Definitely normal for the Xj's large engine/small engine compartment...

Most stock Xj's will run around 210, and its nothing to worry about, theyre designed to handle the heat.
If youre worried about it, get the air circulating more, either with hood vents, a larger(better) fan, or othe rmodifications.
I noticed that when I put in my GDI 3 core radiator, I dropped about an average of 5-10 degrees, so if youre looking for a new radiator anyways, start there for cooling.
