Your Honor, I know other states believe that state owned land belongs to all of the people that live in that state. Why is this not true in Connecticut? I know other states have trails that people can drive their 4x4's on or their quads. Now I know you want to stop reading BECAUSE this is not a hobbie or sport that has any Interest for you.
That is fine I have no problem with what others want to do. Why is it if I want to drive on a truck trail that is in the woods I am a criminal?
Other states have lands set aside For people to use in this manner. In California they have a system where the people pay $50 per year to drive on designated areas. They have to follow the rules and they ALSO have a number to call on people that abuse the lands.
Did you know California in the OHV account they are $90 million to the black and the state is trying to get their hands on those funds NOT to protect the lands for their continued health. But to pay for welfare. MY point is People that want to ride rock faced power line roads would GLADLY PAY $100 a year.
Now this potential income fits with my outlook on life. IF you want a service then you should PAY for it. Are people who walking or horse back riding on state lands PAYING for it? NO WE ALL ARE. Now the land I am talking about is located in Higgum next to Pratt & Whitney they are established trails. Now I hear the state wants to spend millions for walking trails. Now all the way down Aircraft road there are walking trails HOW MANY WALKING trails do these people need?
ASK them for a $100 per year permit to walk on those lands would THEY PAY? NOW people with quads and 4x4's WOULD pay, So why is it the state of Connecticut only caters to the weathy and the poor, but you don't do anything for the middle class? or what's left of the middle class.
You may think this is a joke but I am talking about Millions of dollars the state could receive. 50% could go for the care of the land and 50% to the state general fund.
This does not have to compilcated You require street legal trucks with emissions test passed. Insurance of course and PIP (Personal injury insurance) insurance as well.
Require PIP insurance for quad owners
Set a limit on any leaking oils
No drugs or alcohol
And give us a star number to call for inforcement of violaters.
And to those people that object it? Ask them how much of the lost income are they PERSONALLY willing to replace.
