I have a 95 4L60 from a Firebird with a Lokar Shifter.

The Lokar has 4 marked shift points, but mine only shifts to OD, 3rd and Low (1st and 2nd)

Is the shifter installed wrong? Can you shift a 4L60E into "1" and have it stay in first gear?

Some say you can, some say you can't.

Hitting 2nd under throttle destroyed my front clip 3 weeks ago and I am looking for options if I have them.

There should be some sort of lock out to allow the shifter to work with a 3 or 4 speed, maybe the 4th is locked out, and/or your cable is adjusted in a manner that you aren't getting all your detents.
My bone stock 96 Chev pick-up would shift itself out of 1st just before redline, even with the shifter in first.

I am not sure what kind of harness you need to run for this to work.

Wow thats lame--kind of like the early Ford 4 speed automatics--I think on those there was no second gear position so to hold second gear you shifted from first to second to upshift the trans then dropped the shifter back to first to hold it in second.
