Parts of desert playground reopened as environmentalists compromise

Off-road vehicle groups are no longer opposing closure of parts of the
Imperial Sand Dunes after reaching a compromise with environmentalists
that
will reopen previously closed portions.

The new amendment will re-open portions of two popular recreational
areas
while closing more remote areas to protect the endangered Peirson's
milkvetch plant. Both off-roaders and environmentalist say they're happy

with the agreement.

With the new provisions added, off-road vehicle supporters have formally

dropped their opposition to the agreement between the Bureau of Land
Management and the Center for Biological Diversity calling for closures
to
sections of the dunes.

Preliminary details of the new closure are available on the San Diego
Off-Road Coalition Web site (sdorc.org). Most affected will be the
central
portion of the dunes. The new closure boundary will run west from the
Sand
Highway east to Canal Road. The boundary will run from one quarter mile
southeast of Roadrunner Campground, excluding China Wall Hill, south to
the
original boundary end near Patton Valley.

The Mammoth Wash area in the Northern Algadones Dunes Wilderness will
remain closed with only slight changes to the boundaries.

A smaller portion of the central dunes, approximately 2,000 acres, will
be
closed between Roadrunner Campground and Oldsmobile Hill.

"We concluded we would accomplish more actively negotiating instead of
standing on the outside looking in on the other parties' agreement,"
said
attorney Paul Turcke, who represents the recreational groups. "We
believe
the new agreement is far better for OHV users and Peirson's milkvetch as
a
result."

Peirson's milkvetch is the endangered plant which environmental groups
claimed was being destroyed by off-road vehicles, prompting the
closures.

The coalition of ORV groups that participated in the final discussions
included the High Desert Multiple Use Coalition, Desert Vipers, San
Diego
Off-Road Coalition, the California Association of 4-Wheel Drive Clubs
and
the Blue Ribbon Coalition.

"We agreed to closure of the areas containing the largest plant
populations, which were, ironically, outside the original closure
agreement," said Jim McGarvie, a spokesman for the San Diego Off-Road
Coalition. "The first agreement was a poor fit between needs of
recreationists and the plant."

In a rare instance, the environmentalists agree with McGarvie.

"This is an even better situation for the Peirson's milkvetch as it
allows
protection and recovery from populations that were excluded from the
earlier agreement," said Daniel Patterson, desert ecologist for the
Center
for Biological Diversity. "It worked out good for us."
