Any advice on cleaning it off?
Grandparents are in assisted living, and their house is being sold. Found this in a tool chest drawer.
Any advice to clean it up nice?

Is it painted?
If not, I'd use penetrating oil.

It appears to have grey paint, looks like it not sure

So that's what that was. There was one in the family a long time ago. I wondered what the "big" spike was when I was a kid.

It's for splicing rope and getting knots apart. (In case you or anyone else doesn't know.)

Yep, but as a kid it was like the knife with the giant ass spike. Hmm, what could that be used for? Imagine a little kids imagination and thinking of how that spike could have been used in cool ways.

This guy was on the USS Laning, never in England, Im sure he got it from some Royal Navy rubberneck on shore somehow.

Called a marlin spike(In case you or anyone else doesn't know.)
OP: do little to nothing, except stabilize the active rust. Oil on the metal. Keep it off the paint. Does there appear to be rust on the painted scales (sides)? That is harder to get at.

If you want to keep the paint on it, or keep it in "original" condition... don't use penetrating oil... it will strip all of the paint and rust off of it.
If you want to make the knife usable again, it'll do wonders. Just fill up a cup with the oil, and submerge it- it will clean up great.
