Ok, second try.
Taking apart my CJ, pulled the tranny cover (T-176) and found this....
It looks like it's missing teeth, but I don't know if it's "engineered" like that, or it's broke.
Thoughts?

If you are referring to the spaces without teeth on the inner gear, that is where the poppets for holding the gears engaged are located.

Nothing broke there, it's they way it is supposed to be.

PERHAPS THERE MIGHT BE LIKE 3 PLACES WHERE THERE ARE BROKEN TEETH?

There should be 3 spots like that. They are for the clips that hold it together.

It might not be broke but once you get it wheeling you can almost guerentee it will. I say don't waste any time cleaning up that tranny and get something with a good first gear and significantly stronger. look for any 4 speed out of a pickup and you will be good to go.
Sorry to get off topic but I have a personal thing with those tranny's lets just say I keep a few SAE wrenches in my foreign rig everytime I wheel with one of those or the lesser jeep tranny's, and I've had to break them out more then once.

Well, I'd love to go to a T18, but I have "NO" budget to do this at this time. So, it's gonna have to do for at least a year.
