Working on a friend's ranger and we can't get the motor to turn over. It was supposed to have been started within the last two years and stored inside with no weather exposure. We've verified that the starter is good and bypassed all of the wiring directly hooking it up. Power, ground, and power to the signal wire. How can we turn this motor over by hand? I've tried a breaker bar with socket on the end of the crank but no luck. None of the accesories are bound up and the belt has been removed. It's an auto so we can't just put it in gear and tow it.

Wow, might be an expensive hibernation. Pull all the plugs and dump ATF in all the cylinders and let it sit at least overnight, a day or two if possible. Some PB blaster would be even better if you had it handy. LEAVE THE PLUG OUT! This should help eat any rust on the piston rings. Don't go apeshit with a breaker bar and cheater pipe yet, you don't want to break the rings, just break them loose. Do this by gently rocking the breaker bar. Was this parked by him as a runner, or was this bought with a story?
Plugs are all out, will try some PB blaster. It's been in the shop for quite a few years getting bagged and body dropped along with many other body mods. Don't worry I'm fully aware of what site I'm on.:flipoff2: He just got it back a few months ago. He was told that it was started rolling on and off a trailer and around a parking lot for shows. Oil looks clean and fresh along with the filter.
If the rings are rusted to the cylinder walls and we break them loose, will it need rings and the cylinders honed or is it ok to run?

If you can break the rings loose from the bores it will probably be ok to run, without any tear down. If you have to force the engine over and fracture the rings, you will have to tear it down inspect the bores, possible bore, hone, new pistons, rings etc. I'd pour in some ATF and let it sit.
