These "tires" you speak of, where do they go? Would they require some type of axle to attach them to or something?

CTM? What's that? Constipated Turtle Manure? If so, yeah it is totally over rated. I mean the lifetime warranty is cool and all, but I got bored with my turtle shit after only a few months. I don't recommend it.
