<font color="yellow">I don't think this is a Washington thing. Some of the Questions refer to specific places in WA, but this may be used as stepping stone for other programs/states... For that reason I would urge everyone to let their opinions be counted... We're all in this together <IMG SRC="smilies/biggrin.gif" border="0"></font c>

They were hired by the Washington State InterAgency Committee for outdoor
recreation (IAC). This is the state agency that administers the Non-highway
and Offroad Vehicle Activities (NOVA) funds.
The web survey is in addition to focus groups, phone interviews, etc. I
attended one of the focus groups. They questions were similar to the
website. They groups were supposed to by made up of a cross section of trail
users (dirt bikes, 4x4, snowmobiles, quads, horse, hikers, bicycle, etc.)
One of the problems they encountered when recruiting participants was that
many of the motorized recreationalists were far better informed and the
Gilmore group wrongly tried to balance the background knowledge level across
the user group types. I was nearly excluded because I knew too much about
the subject and in their eyes was a lobbyist. Greg Lovelady of the IAC
stepped in and told them that they should not sort that way. If one user
group was smarter, so be it.
I encourage anyone who plays in Washington to participate in the web survey.
You are right, some of the questions look a bit stacked. According to the
motorcycle rep on the NOVA committee (Byron Stuck) they are much better than
the first draft.

issues, please contact the person overseeing the program, Greg Lovelady
(GregL@IAC.WA.gov).
The NOVA fund was created because in this state motorized recreation had no
other funding sources. The funds come from ORV tabs and the portion of the
gas tax paid by offroad users. It is currently under attach by the Washington
Trails Assn. (anti-motorized). They would like to see more of the fund
diverted to nonmotorized uses, or have the fund killed. My club spends more
time and money fighting their legislative efforts than anything else we do.

there was nothing that stated you had to live in Wa to be a part of the survey...So I don't know why everyone wouldn't fill this out if they recreate in Wa or are ever planning on recreating in Wa in the future...I know I'll be there sometime in the future, so I'm concerned right now....</font c>
