CARA Hearing - You're Being Railroaded

This is an URGENT CALL TO ACTION!!


The House Resources Committee is set to hold a sham hearing on CARA on June
20th. They are severely limiting the witnesses opposed to CARA. They say
they know all they need to know.

OPPONENTS OF CARA ARE BEING LOCKED OUT.

Never mind that the Committee under Don Young (R-AK) severely limited the
witnesses at the CARA hearings in the last Congress. The supporters of
CARA were placed on the witness list while opponents were prevented from
testifying. CARA is not a shining example of Republican leadership. It is
a pilfering of huge amounts of "pork" at the expense of the American peo
ple.

Jim Hansen (R-UT) is the new Chairman of the Resources Committee. He is
also a co-sponsor of HR 701 (CARA). He voted for CARA in the last
Congress.

He is also getting pressured from Don Young (R-AK) who is now Chairman of
the Transportation Committee. Young now controls a huge amount of "pork"
money. Jim Hansen needs that "pork" money for the 2002 Winter Olympics in
Utah. The result is that Don Young and his goals are still running the
Committee.

YOU ARE IN A RACE. There will be very little time between the hearing and
the mark-up which will occur a week or two later. The mark-up is when
CARA will be voted on Committee as to whether it will go to the floor of
the House.

ALL ORGANIZATIONS SHOULD ISSUE LETTERS TO RESOURCES COMMITTEE
MEMBERS OPPOSING CARA.

We've attached two samples of urgent action briefings from the American
Farm Bureau and National Cattlemen's Beef Association as they opposed CARA
last year.

Is your Congressman going to roll over for this or stand up to the Chairman
and insist on Field Hearings and fairness? Is your Congressman going to
stand up for private property rights and access to Federal lands or is he
or she going to "get along by going along?"


What You Must Do Immediately:

yesterday to American Land Rights. We'll hand deliver it to the Committee
for the record. If you would rather, fax it to your Congressman and ask
him to put it in the record. Be sure to follow up your fax with a phone
call to confirm that it will be done.

-----3. Ask your Congressman to request in writing FIELD HEARINGS in your
state on CARA. It is amazing that a $45 billion bill costing $3 billion
per year has had such a limited hearing schedule. Every Congressman may

temporary FREE NUMBER of (800) 648-3516. ASK FOR HIS OR HER FAX
NUMBER. URGE HIM TO REQUEST FIELD HEARINGS ON CARA IN YOUR
AREA.

-----4. If any Congressman from your state is on the Committee, call and
fax him or her a request for FIELD HEARINGS in your state. Make sure you
follow up with a phone call. You must insist on a fair hearing process.
As of now, Chairman Hansen is locking you out of the process.

your state who are on the Resources Committee. The Committee Fax list is

-----6. Call any organizations you are a part of. They must get into
action quickly. There is very little time. Hansen and the Committee
leadership are planning to rush CARA through before you get a chance to
react. Ask your organization to send a fax asking for FIELD HEARINGS to

Contact your state's delegation to voice your opposition to HR701 (CARA)
House Leadership has scheduled a vote on H.R.701, the "Conservation and
Reinvestment Act" (CARA) for Wednesday, May 10. NCBA opposes CARA as passed
by the Resources Committee because it:
Does not provide any "no-net-gain/no-net-loss" protection. NCBA policy
strongly opposes any federal policy concerning federal land acquisition
that does not address this critical concern.
Creates $3 billion off-budget for wildlife management and federal lands
acquisition programs, $450 million of which pass through for states
wildlife programs.
NCBA is opposed to federal land acquisition as it undoubtedly will have a
detrimental affect on federal land grazing as well as private property
rights.
NCBA endorses an amendment that bans federal acquisition in counties where
federal government is the dominant or substantial landowner.

The House of Representatives may take up H.R. 701 the week of May 8. The
bill, the Conservation and Reinvestment Act (CARA) amends the Land and
Water Conservation Fund. The Fund, in existence since the 1970's, provides
funding for, among other purposes, acquisition of property for federal use.
Farm Bureau policy states: "We oppose congressional approval of open-ended
land purchase authorizations that would allow federal agencies to purchase
land without further Congressional pproval, such as the Land Legacy Act and
H.R. 701/S. 25."
Farm Bureau opposes passage of the bill.

The Sham hearings on June 20th must be made fair. There must be due
process. Field Hearings must be held!!


Do You Like The Endangered Species Act -- If So, You'll Love CARA, the

Ask your Congressman to testify at the Resources Committee Hearing against

Hearings In Your State.

They are denying access to the Democratic Process by preventing many

"selected witnesses."

They are running the Committee like a bully!!
