I would imagine it is because of the slack that a chain allows to kelp prevent binding and that they are quieter than gears.

Awe shiat, just remembered, its only part time now. I blew the centre diff when I seized a front pinion and now its a welded up part time transfer.

I think the reason is more evolutionary....full time got big about the same time chain drive did. If you notice, most all OEM cases deigned since then (the early to mid 70's) have been chain drive whether part time or full time.
