Provided no one has pulled the ends of the wipers off already, and the pins are still there in the ends as IH supplied them, NAPA P/N 60-1233 will do the job, look OEM, and hopefully solve your issues.
Super Scouts Specialists should be able to get you a new transmission mount, factory rubber. As far as I know the parts stores don't have them.

Have a IH dealer or mack truck parts counter near by? Go ask for a Dyco Poly D-311 mount. You will need two of them.

For the windshield wipers , you can go to NAPA, and buy generic adjustable wiper arms that will fit on your scout. And then buy wipers that snap right in. Just pull off your arms and take them in so they can match the sizes. ( passenger and drivers side are different sizes)

If he uses the 60-1233's as previously suggested, he won't have to use anything but two of those.
They are the correct length for both sides, and snap right onto the original arms.
