ok so I did some mesuring and the stock chev crosmember on the TH400/350 matches up perfecly to the scout frame.
I was wondering can I cut a window in the frame so I could bolt the crosmember to the frame and use the window to get a wrench inside the frame

Add some metal to the chebby x-member(make it longer), and add some angle iron to the outside of your frame rails. It's a good idea to NOT remove material from your frame if you can avoid it.
Just an opinion.
