This upgrades the vortec 4.3 injector from SCPI to MPI.

This fixes the issues in TSB #99066G Special Policy Adjustment-Sequential Central Port Fuel Injection (SCPI) Failures in California Only (YF5 Emission Equipped) - (Nov 5, 2003)
The SCPI fuel injector is prone to clogging as it uses a poppet that can get clogged with fuel deposits. The upgrade switches it to a MFI injector which uses an electronic solenoid. This affects "W" code GM 4.3 engines 1996-2001.
