I am running a Small Block Chev in my FJ 40 . Engine has less than 30 K on it. Ran real well until I could not pass emissions this week. I was running real rich.
My Edelbrock #1406carb was stock from the factory so I need to lean it out. My problem is vacuum ........... I have two vacuum tubes on the base of the edelbrok ( see woodys picture and see the base of the carb, right one has a black cap on it in pic)
http://www.ih8mud.com/tech/carter.html
The tube on the right in the pic I pull 15" of vac and she holds steady.:) when I block that one off and test the tube on the lower left It shows not vac whatsever. I notice the one on the left is lower than the right by maybe a 1/4 ... any ideas why I am not pulling vacuum on that left side.  Very confused unless this port is not open until higher rpms?? .. I can blow through it and suck through it and nuttin happens.
Any thoughts?

The upper vacuum port opens under load situations, and is there to connect up to the vacuum advance on your HEI Distributor. It will not pull vacuum under idle/cruise situations.

I second woody. the left side vacuum hookup is ported vacuum. It is tapped off the carb bore above the throttle plates, so at idle it will read no vacuum as the throttle plates are restricting theflow of air so the vacuum is on the engine side. As they open more vacuum is created in the area in the carb below the booster venturis(above the throttle plates), which is where the ported vacuum draws from...
