Well it should roll over with the starter at least... Id check to see you are all plugged in and have enough voltage to crank it over first. If that is fine, start looking into the motor. Something is bound up. Try cranking the motor over by hand a few times, just to make sure it's not hanging up internally. If so, year down and inspect the carnage
The ecm should not cause it not to crank, just will make it run poor or not at all to answer your question...
Obviously, you did something to cause this, I would suspect the cam sensor in the back. As it gives a signal to fire the injectors. Reinspect everything you removed or touched.
I will run with out a tune and with the stock Vortec pushrods.
