99 s10 blazer wont start

my kid has a 99 s10 blazer that would not start, it had no lights anything. He replaced the battery, had lights, tried to start it, it clicked once, no no lights or anything. I checked the battery with a multi meter 12.68 v, im not getting anypower to the fuse box under the hood. Anyone got any ideas?

nevermind dumbass kid didn't tighten the cable enough and dumbass dad didn't check it
