1st off a 4l60E in stock form must lock up to survive they can be modified to not lock up but requires a special torque converter. To tell it is is working or not in your aplication (I'm assuming the brake switch is not conected to the computer in your custom set up, assuming we are talking about your Toyota) will take a decernable driver to figure out because you will have to "feel" it. It should feel like it has 5 gears instead of 4 one of them being lockup. Lockup should also be soft, you should also be able to feel it lock up run up to 40-50 miles per hour, depending on how your truck is built and geared, let the truck cost with your foot off of the throttle and quickly reaply throttle you should feel it "lockup", in a stock aplication tap the brake while holding the throttle steady and you can feel it unlock and lock.
Hope this helps

The question is in reference to the 83 toy swap. Guess I should said that earlier. I do have a brake switch installed. Some times when I come to a stop it feels like its still locked up, not all of the time though, after sitting for a few seconds you can feel it unlock.
What is this going to do to my trany? Thanks for the info

You may have a soleniod that is sticking and making it act funny. It may also have a control problem from a bad sensor or wire. You may need to have it hooked up to a "scanner" to make sure it can show you if the computer is telling it to unlock.
p.s. Sorry for the slow reply been way too busy.
