1988 jeep wrangler idle issue.

Hi, I just did a power steering conversion on my 1988 yj that seems to work fine, however, when I started it after now my motor revs to about 3200 rpm. I checked all hoses and vacuum lines and can't see anything that got bumped. Th butterfly valve seems to open and close fine. It is a 2.5 liter TBI by the way. So it has no IAC, just an ISA (idle speed adjuster). Any ideas on why it would rev so insanely high? Throttle plate is closed too so I don't think the line is pinched. If I hit the gas it just revs higher. Any info is greatly appreciated. I don't know if a throttle body sensor would cause such high rpms.
