what you need to do is remove the snap ring and then take a small punch and poke a hole in the dust cover and pry it out then do the same with the seal. Then using a deep socket tap the new seal in and then the dust seal and then install the new clip. And yes if the shaft is loose then you need to replace the bearing. But to do that you will have to remove the end plug which alot of explaining so just call me or leave me your number and i'll call you.
