Here in California, I got an actual infraction, had to go to court, and ended up having to pay a fine for "Disturbing the Peace by Offensive Language."

I'm guessing it probably is illegal, although that would be total bullshit. Although I agree it's distastfull, law should not be based on totally subjective personal opinion.

P.S. it's not funny. There is no cleverness, punchline, sarcasm, pun, or any other characteristic that would nesesitate funny.
