soft brakes?

this one has me baffled. The brake pedal pretty much hits the floor the first time you step on it and yields only moderate stopping power. 1 or 2 pumps later it seems to build up pressure and you get a firm pedal. I'm thinking it's not a brake booster / vacuum problem because it does the same thing when the truck is on or off. The rear wheel cylinders, shoes, etc are brand new (but not quite adjusted properly). The front calipers seem to work fine. There are no fluid leaks. I've bled the snot out of the brakes and as far as I can tell there is no air in the system.

Are the out-of-adjustment rear brakes my problem or is this something more involved?

My trooper did the same thing after I replaced the rear shoes. The adjust in the drums that spin out to take up the slack where frozen on mine and even after unsticking them it took them awhile to get set up. I would give it a little time if it doesn't work check those adjusters.
