78 D60 caliper

Installing Dayton 2 piece calipers on a 78 Ford Dana 60.
Where does the metal spring/shim go on the H block?
Is this correct?

I tapped in the spring/shim with the H block at the same time. Is Locktight enough, or should H block be tack welded also?
