Inner race on spindle spins free?

You'll see here how the inner race spins free on the spindle journal by hand. I've seen other spindles where the journal looks like crap because the bearing has spun on the journal. Is this going to cause me problems down the road? I'm considering one of these from ebay SPINDLE DANA 44 GM SMALL BEARING 706528X | eBay
I've been told they are cheap chinese knock off's and to stay away. The brand is DURASOLID out of California. From their description on their website, looks good to me. Opinions?

Your outer bearing should be a slip fit. It has to move freely to properly set your bearing preload. If you are really concerned, use loctite 609 on the race, keep it clean when assembling, and set the preload quickly. That is a low strength retainer that can easilly be broken without heat but will keep bearings from spinning. Typically used on electric motor bearings.

The slip fit makes sense as to why I see spindles that look like the bearing has spun on these journals. Now I have to decided to keep the used ones or buy new. Thanks (the new durasolids are cheaper)
