cherokee no crank fuel pump stays on

Hey guys got a question. I am looking at gettin a 91 cherokee 4.0L auto down the street from my house. guy is asking 500 i think he will let it go for 400. I am wondering if there are any common issues with a no crank no start where fuel pump stays on all the time and if u turn the key to run it changes pitch.Motor is not locked up. Only way to get it to go off it disconnect battery. I has a brand new ignition switch but in my current owner I am a ford mechanic and have no doubt I can figure it out but, if anyone has any ideas with known problems it would be great and save me some time. Sounds to me like it could be a module or a common ground. Thanks in advance
