I just received this link from the FOPV mailing list. With all the talk of secret meetings I thought I would post it here. From the website www.pfjv.org:

Twentynine Palms, CA - The Partnership For Johnson Valley (PFJV) presented a PowerPoint brief to the Marine staff at the Twentynine Palms Marine Base. The brief was related to the military's proposed expansion into the 185,000 + acres of the Johnson Valley Open Access area currently managed by the Bureau of Land Management (BLM). The presentation was part of an ongoing effort by the Partnership to exchange information with the Marines, to show the impact that the proposed expansion would have on the diverse group of stakeholders in the open multiple use area. The affected stakeholders include, but are not limited to: land owners, Off-Highway Vehicle (OHV) enthusiasts, geocachers, historical organizations, mineralogists, equestrian groups, RC plane organizations, the film industry, other business groups, and youth groups. "The Partnership is reaching out to all of the stakeholders that could be impacted by the expansion of the Twentynine Palms Marine Base, "commented Harry Baker, Chairman of PFJV"

The original meeting with the military was orchestrated by Ed Waldheim, a past commissioner of the California OHV Commission, who represented OHV interests in Sacramento for 10 years. At the original meeting a coalition of groups were asked to participate to represent local stakeholders. They were subsequently invited back by the military to give a formal presentation of issues discussed.

After the second military meeting, the coalition participants agreed to form a Partnership, and establish themselves as a non-profit 501(c)(3) under the California Trail Users Coalition. The nonprofit organization was formed to represent the interests of all affected stakeholders in the Johnson Valley proposed expansion. "Johnson Valley is critical to the film industry because it represents the largest open unrestricted area in California where filmmakers can shoot 360 degree desert scenes. Without Johnson Valley's diversity and ease of use, the Industry will simply leave California to film elsewhere," said Sheri Davis, Director of the Inland Empire Film Commission. Ms. Davis adds, "Annually, Johnson Valley open-access represents 10,000 California-based film industry jobs.

" The leadership of PFJV has been cooperatively working with the military and the affected Stakeholders in an effort to explore alternatives to the proposed land expansion. The Partnership For Johnson Valley, is led by Harry Baker, Chairman with Mark Howlett as Executive Director, and Wayne Nosala as Secretary.

To help with these efforts, the Partnership is asking for the support of other interested stakeholders in the area, and is seeking new members to join the Partnership For Johnson Valley. For those interested in assisting this effort, please contact Harry Baker or Mark Howlett at Info@PFJV.org.

Anyone attending from Friends of Johnson Valley? I can't because I have regularly scheduled work meetings on Monday's..


The Partnership For Johnson Valley cordially invites you to attend an OHV Roundtable Meeting to discuss the proposed Twentynine Palms Marine Base Expansion. OHV is one of the many affected stakeholders in the Johnson Valley Open Access Multiple Use Area.

The meeting just finished (I dialed in).

It was contentious, but I think it ended well, with a commitment to create a strategy committee that the leaders of PFJV would be accountable to, and continued commitments for better transparency and accountability.

Nobody was singing kum-ba-yah, but there was a decent thread of cooperation that will hopefully lead towards greater unity. Though I realize that we need a few strong leaders to represent us when working with the Marines and politicians, they must represent the views of their grass-roots, if they want to claim our support.

This is a step in the right direction. Now we all need to follow through, and express our thoughts and concerns to the members of that strategy team. A full list will be published, but I know that Dave Cole, Dustin Webster, and John Stewart all stepped up.

I missed the meeting. Please explain this "strategy committee." Is it based out of PFJV? How is it that the "leaders of FOJV" are "accountable to" the strategy committee?

First, let me apologize for my fingers flying faster than my brain... I typed FOJV but meant PFJV; I have corrected this above.

The Strategy Committee is based on the folks in the room today. I'm not sure of which groups they'd characterize themselves as Friends or Partners, so will let them speak for themselves.

Their task is to develop strategy for the Partnership for Johnson Valley (PfJV).

Currently, PFJV has no system of accountability, communication, or a method of truly representing us. This was a huge point of contention, and it had to be repeated many times for Harry Baker to get it. People, especially me, are not going to throw their support behind somebody that doesn't honestly represent them.

The strategy meeting came about because they couldn't tell me (us) what their plan was for the next meeting with the Marines at Twentynine Palms. Their answer was that the Marines were running the meeting, and they didn't know what they were going to do. I called bullshit, and said that they had to have an idea of what they were going to say or do, a plan for reaction to what is said, going into it, even if they don't know the direction it will take.

Randii, I'm glad the teleconference finally worked for you. I made sure to speak loudly so everybody could hear me.

The "strategy" group will be myself (John Stewart), Dustin Webster, and a couple of others. I did not get the complete list of names due to the chaotic conditions in the room and I had to take a call from a reporter and missed a few minutes.

Basically, it was a presentation and a lot of dodging questions.

Perhaps the "strategy" group will begin to narrow the dance floor....

That meeting is set for same location at 6:30 pm on July 2.

I'm glad to see Dustin is on there, I'd be more glad to see Dave Cole in there as well, I'm getting the feeling Ed and Harry are a litlle intimidated by what Dave can bring and are keeping him at a distance.

Yes, I believe Dustin will provide a good balance.

I don't know that Harry and Ed are intimidated, I would believe that it is more that they are used to doing it all themselves. There have not always been others volunteering to help with these types of things . . . you have to change your mindset to involve others when you are used to "being" the show.

I am heading into this strategy meeting with my mindset that with a better communication link, we have a far better chance of success. I am not an amazing strategist, however I thrive as a trouble shooter, playing the ultimate devil's advocate. When it comes to land use however, I don't have much knowledge of the process so will look for logical chinks in the armor and ask questions about them to see if we can create a better situation for ourselves. In the same breath, I'll do exactly what I did in yesterday's meeting and be ready to jump in to stop the personal stuff or things that are wasting everyone's time, and get things back on track. Because I'm not the most savvy when it comes to land use fights, I'll use my strengths to keep those that are savvy in this situation, on track so we might accomplish more.

I will say that as of this point I am on the fence to backing ANY ONE entity beyond working with Dave Cole and FOJV to be a better support functionary. I will stand beside Dave, as many of you will.

WOW...I LOVE the format for this John...the program makes it easy to follow an outline and I will take a closer look once I hit the road...with Becca driving of course. Thanks to you and Rich for a great start.

Everyone else...step up and fill in some of those "OTHER" lines!!! Step up and supppliment the format!!! Step up and offer other ideas and information to help this strategy process along!

Attendees will be briefed on the proposed Twentynine Palms Marine Base expansion into Johnson Valley. The Baker and Howlett will outline the timeline of events leading up to the present, and make a power point presentation, that the Partnership developed, at the request of the Marines, to show the multiple uses in Johnson Valley.

Sounds exactly like what we were presented in Glendale on Monday.
